How the % change is calculated: each percentage shows how much enrollment grew during that period compared with the total number of participants at the start of the period. It is not a share of the statewide total or of the 20% target. As the program grows, each new group of enrollees is measured against a larger base, so the percentage can go down even when more people are joining each period.
About the orange projection: it shows the totals needed to stay on the 10-year benchmark path, the S-curve that reaches 90% of the 20% participation target (about people) by . On this path, growth starts at about % per 6 months and slowly declines as enrollment approaches the target, while the number of new enrollees needed keeps rising. The gray dotted line shows what would happen if the most recent rate (: ~%) simply continued. These are benchmarks to measure against, not forecasts.
